Fluoride is naturally present in groundwater and the world’s oceans, but not enough is present to help fight tooth decay.   Adding fluoride to community water sources is similar to fortifying foods and beverages with important vitamins and minerals like when milk is fortified with Vitamin D or orange juice is fortified with calcium.
